In what has been referred to on local and international web sites as “Miss Universe Vietnam: The Pageant of Old Faces” there is another issue brewing around the nomination of previous Miss Universe contestant Hoang Khanh Ngoc.It seems as though the host country of Miss Universe 2008 in their run-up Miss Vietnam Universe contest have one contestant that is not permitted under MUO rules and
